It seems GoG does not have it, and I would really like to play it again - for nostalgia reasons.
I don’t know if you can find a legal download of it, but you could buy a used disc copy on ebay. That won’t support the original devs in any way, but it’s legal.

I have truly fond memories of spending entire days playing rally games on the original PlayStation, and some later games on PC and Old School Rally really looks the part.
